The 2400MHz band also know as 12cm band is open more or less worldwide for radioamateurs.
Now small and cheap video transmitter equipment can be purchased and used legally with a radio amateurlicence.

Video carrier just under +30dBm close enought to be called 1W
Audio is 6.5MHz away and in mono, signal level is -22dBc
Power supply voltage and RF power out:
12V 350mA +30dBm 1W
11V 350mA +30dBm 1W
10V 350mA +30dBm 1W
So this unit have less heat loss at lower supply voltage, it contain a main supply regulator linear design.
first harmonic at 4.8GHz is a bit strong -6dBm, I suspect this unit do not have a geed lowpass filter
lucky there is not much to jamm at 4.8GHz
A carefull test at 1570 the GPS area did not show any emission
The test setup SA Agilent E4443A calibrated attenuator and powersupply
it is important to mount the TX unit directly on the attenuator to measure correct powerlevel
Frequency channels can be changed on the dip switches
